TAKE THE SURVEY TO BE PART OF DEVELOPING THE BLUEPRINT FOR OAKLAND’S FUTURE!

The City of Oakland needs to hear from you! Please take this 15-minute survey about Oakland’s plan for new and existing housing, jobs, parks, and transportation in the next 20 years. Your answers will help shape Oakland’s land use pattern and policy direction in the General Plan.  The survey closes on September 24, 2025.

We recommend you take the survey as you review the Options or after you’ve done so.

Frequently Asked Questions (FAQ)

  • How will my feedback be used?

The General Plan is the City’s roadmap for achieving the community’s vision. Your survey input will help shape Oakland’s land use pattern and policy direction in the General Plan. A report summarizing feedback from this survey will be posted on the project website once the results are analyzed. All survey responses are anonymous and no identifying information, such as names or email addresses, will be publicly shared.

  • What is Oakland’s General Plan?

The City of Oakland is updating its General Plan that guides the development (what gets built and preserved) of the City. It includes a vision, goals, and policies that all future City decisions must follow. All California cities are required to have a General Plan that covers a range of topics, called “elements.” Oakland’s plan hasn’t been fully updated in nearly 30 years. Participating in the General Plan Update is one of the most effective ways for Oaklanders to share their priorities about the City’s future.

In 2023, the City adopted the first part, or “Phase 1,” of the General Plan, which included Environmental Justice , Safety , and Housing elements. These elements include policies and actions that will guide the City on decisions related to racial equity, affordable housing, protection from natural hazards, healthy foods, and more.

  • Timeline item 2 – activePhase 2: 2024-2027Infrastructure and Facilities l Open Space, Conservation & Recreation (OSCAR) I Noise I Land Use & Transportation

Now, in “Phase 2,” the City needs your feedback to update the rest of the General Plan, which will cover these important topics:

Development in Oakland (such as where freeways were built) has led to unjust outcomes for some Oakland communities, including pollution exposure, gentrification, and displacement. A central guiding principle of this General Plan Update is to undo the impacts of these past practices and create a fair and just City. For more information on how the General Plan Update is prioritizing racial equity, please see the Environmental Justice Element and the Oakland General Plan Update Vision and Guiding Principles.
